mceleven i spoke with several times, we met with him in our neighborhood and wrote articles in the marina times newspaper about this relationship that was forming and the -- the rfp that had been submitted. earlier as lease negotiations began to take shape, we e-mailed our 500 person membership list about this project. i would say if -- we're a volunteer organization so we're not marketing in the community but if there's people who live in the marina who want to be informed and are not reading the newspaper, please join us, so before our board took a position on this project, we wanted to maer from our members on the issue, we sent a follow asking them to participate in a survey, this e-mail was received by 400 members and nearly 100 people participate ined the survey, we posted it on our association website, so of the nearly 100 people that responded to this survey, 74% supported the project, 18% were against and 8% were indifferent, our 11 member board of directors voted unanimously to support this project. we were concerned about various issues, littering, light pollution, and we feel

there are two things on the agenda here about the marina. berth assignment policy in the marine the rules. rec and park would like you to act on both of those, but that is not required. you do need to look at the berth policy because we need to choose who goes where once the marina is concluded. but the marine the rules do not have to be acted on right now. there are lots of problems with these new proposed rules besides the ones getting all the attention. here is a quick example on page 5, 7f. the harbor master has a right to move my boat without notice to a different slip for various reasons such as a boat show, and -- and if i am not around when he tries to notify me, he can hire someone else to move it, charge me, and if they crash it, this is not responsible. there are a lot of problems like that in these rules that should be dealt with and could be dealt with. we do not need to rush this through today. i suggest we send it back to rec and park and allow more than two minutes. because there are lots of other problems i could talk about,

i have been a homeowner in the marina for 18 years. i live right around the corner from this proposed development. i've concerns about the street facing deck. this is a precedent-setting situation and i am concerned about the impact to the block face, noise, and also the impact to the residence in the adjacent buildings. i do not understand them and the requirement to have this open railing. we do not see that on top floors. we do not see open a railing. we see solid railing. these open railing decks, it is an intrusion to the block face. you will be able to see the contents of the deck from the street. that is very disruptive to the block face. if this is approved, these types of situations are all over the marina. it is very disruptive to the architectural features of our neighborhood. secondly, this deck is situated inside -- there are walls all around it. that is a noise chamber. it is not like a roof deck where the noise can filter off. it bounces off the buildings. it affects the people around the vicinity. it would affect us, fo

i'm a resident of the marina for the last 30 years. i'm here today because there are no public comments on the meeting december 4. you will be casting an important vote to either keep the marina n&j:+ one of the most pristine urban waterfront parks in the nation, or commercialize it by converting the old navy degaussing station to a restaurant serving dhol, being able to stay open from 7 am to+ç 11 pm seven days a week. the marina green is used by hundreds of little kids from all over the city to play soccer. making it efacto the largest playground in the city. it has always been the city's policy not to allow alcohol in a public playground. these kids have not shelter from the weather, or restroom facilities. a much more sensitive use to the environment and community would be to use the degaussing station as a clubhouse for the kids so they have shelter, restroom facilities, and a place to store their equipment. if rec and park doesn't want to pay for it, even though they just received about $200 million, i would be willing to fund
